You should get down there and find out 

Put HydraeIslandMapLock in oxide/plugins or else your server will not start!

Pardon my ignorance but since the download includes only the map, where would I get HydraeIslandMapLock?

It's updated now , last night when i updated i forgot to upload zip and uploaded just map file 

I'm using dropbox for the map. Is there supposed to be an aircraft frozen in the air space over the air field? I put the HydraeMapLock file in oxide/plugins folder. Haven't checked out the rest of the map so not sure if anything else is bugged.

One last thing, how to use the tracks? Rail cart or whatever. Is there a starting point to take a ride or an activation point? Or is that just aesthetics as well? Thanks in advance.

You need the free plugin to spawn the workcarts on rails , just google Workcart Spawner and you will find it on first page of google ,

Ah just thought it seemed a little more than in the pictures and maybe facepunch made some changes to the biome affecting it more

It is a bit more sand than before , facepunch updated the pfx for map making last month , thats why i updated the map too cause the old pfx was broken
